About Department

The primary objectives of the Department are:

• pursuing uniform public policy regarding the efficient use of fuel and energy resources, including renewable energy resources;
• technical rate setting, standardization and conformity assessment of energy-using products, works and services, monitoring the conformity of energy-using and power generation equipment to state standards, regulations and requirements as regards the efficient use of fuel and energy resources;
• participation in the state expert review of energy efficiency according to the established procedure;

Ensuring according to the established procedure state supervision of the following:

• efficient use of fuel, electricity and heat;
• implementation by the users and producers of fuel and energy resources of measures to save these resources and meeting the requirements for the consumption of boiler and furnace fuel, electricity and heat.

The Department in accordance with its tasks:

• regulates in conformity with the law the activity of juridical and physical persons regarding the efficient use of fuel and energy resources and energy saving;
• prepares along with the interested republican public administrative bodies, other governmental organizations subordinate to the Government of the Republic of Belarus, and local executive and administrative bodies proposals on public energy saving policy;
• organizes development and implementation of energy saving concepts and republican programmes;
• develops criteria for the assessment of utilization efficiency of fuel and energy resources at the territorial and sector levels;
• contributes to the creation of enabling economic environment motivating juridical and physical persons for the efficient use of fuel and energy resources;

Develops and submits according to the prescribed procedure proposals on:

• improving economic incentive mechanisms for the efficient use of scientific, technical, industrial, energy and workforce potential in implementing public energy saving policy;
• indicators pertaining to energy saving and respective calculation methodologies for republican public administrative bodies, other organizations subordinate to the Government of the Republic of Belarus, oblast executive committees and Minsk City Executive Committee with due regard for the essential objectives of the forecast of the social and economic development of the republic, and instructions of the President of the Republic of Belarus;
• improving the energy efficiency of the country's national economy.
